A future building dedicated to experimental and technological sciences

Under construction in Neuville

By the end of summer 2026, the IUT of Cergy-Pontoise will have moved into new premises on the site of the former Neuvitech in Neuville-sur-Oise.

Completely stripped down, the building has been entirely redesigned with an extension to accommodate the IUT departments currently located in Argenteuil and one department currently on the Saint-Martin site in Pontoise. Thus, the Neuville site of CY Cergy Paris University continues to be dedicated to experimental and technological sciences.

Under construction since February 2025, the future Neuville IUT will bring together, at the start of the 2026 academic year, the departments of CY Cergy Paris University’s IUT that were previously located in Argenteuil and Pontoise. All programs in the field of experimental and technological sciences will be gathered there. Consequently, the BUT programs in Transport Logistics Management and Industrial and Organizational Logistics Quality, based in Argenteuil, as well as the Marketing Techniques department, currently on the Saint-Martin site in Pontoise, will join this new hub, alongside the existing Civil Engineering and Electrical Engineering departments. The Biological Engineering department, currently on the Saint-Martin site, will be relocated to the research center at the Neuville site. "These projects are all part of our multi-year real estate strategy plan and constitute a continuation of the site theming operation initiated in 2023 by CY Cergy Paris University. The goal is to strengthen the thematic coherence of the sites and encourage the sharing of facilities within the departments. Similar to the programs and research in law, arts, and humanities that were consolidated on the Chênes site following the completion of the Annie Ernaux Research Center in Human and Social Sciences in Cergy, the Neuville-sur-Oise site will be dedicated to experimental and technological sciences," explains Albert Noumowé, Vice President for Campus Management. 

Coherence and Synergy 

This project, financed under the State-Region Plan contract with a budget of €26.5 million, will cover a floor area of 6,600 m². The Île-de-France Region is contributing €20.8 million, and the State is providing €500,000. The department and the Cergy-Pontoise urban community are investing €1 million each. €2 million comes from the interdepartmental solidarity fund for investment, and €1.2 million from CY Cergy Paris University’s own funds. Regarding facilities, the university aimed for the best standards to ensure spaces and equipment are suited to the programs offered, with optimal sizing for tutorial rooms, practical workrooms, faculty offices, administrative offices, and a practical work hall created for the two departments relocating from Argenteuil. "We are a university of transition, and for this construction, the institution’s aim has been to recycle as much as possible, keeping the structure of the existing Neuvitech building instead of demolishing it entirely. Likewise, materials and equipment removed from the building will be reused through a recovery channel," explains Albert Noumowé. "We also chose geothermal energy as the hot water production system and created a properly sized parking area to meet the needs of future users while complying with regional guidelines. This continues to promote soft mobility and public transport use. In terms of sustainable development, this project is highly virtuous and reflects the values of CY Cergy Paris University."
